Starting April 15, the first Unity Center (Unity Hub) for Ukrainians in Europe will begin operations in Berlin, offering consultations on returning home as well as educational and cultural events, the Ministry of Social Policy, Family, and Unity reports. „According to the latest Eurostat data, over 4.3 million Ukrainians are under temporary protection in EU countries, with the largest number—1.2 million—residing in Germany. In this context, Unity Centers for Ukrainians abroad are a vital element of the policy to maintain our citizens’ connection with Ukraine and facilitate their return home,” the ministry statement says. It is noted that international and Ukrainian organizations have already joined the Center’s work, ensuring a wide range of services—from consultations on returning and receiving social services in Ukraine to educational, cultural, and integration programs. Additionally, the Center will provide consultations from the Pension Fund of Ukraine regarding pensions, housing subsidies, benefits, and insurance contributions. The hub will also host regular activities for children and youth based on the Ukrainian scouting model, vocational guidance, digital technology training for all ages, and seminars on education and countering disinformation. The department informed that the Unity Center in Berlin will be administered by the „National Unity Agency” LLC. As reported, on January 24, 2025, the Cabinet of Ministers approved the creation of the National Unity Agency—a structure designed to implement initiatives for interaction with the Ukrainian community and NGOs in host countries. It was noted that the Agency would open departments in key host countries, primarily Germany, Poland, and the Czech Republic, with „Unity Hubs” established in their capitals. Functions of a Unity Hub include educational and cultural spaces, language courses, return consultants, consular services (as an external service), banking and postal services, economic opportunity coordinators, SE „Document,” youth programs, a Ukrainian cafe, a business hub, coworking, and a UA Job Center. In February 2025, a joint declaration of intent was signed to open the first Ukrainian Unity Hub in Berlin, with plans for additional hubs in Munich and Dusseldorf. In March 2025, declarations were signed for hubs in France and Spain. In early November 2025, the Ministry of Social Policy announced that Ukrainian Unity Centers would open in Spain (Torrevieja, Alicante province), Germany (Berlin), and the Czech Republic (Prague) in 2025. Furthermore, it was previously noted that Ukraine is interested in opening Unity Centers in Poland (Warsaw), Austria (Vienna), and Sweden (Stockholm).
